The Micro Model Railroad Dispatch - a superbly curated journal of micro model railways from across the world.

Carendt.com for many more micro layouts originally championed by Carl Carendt, though a little unintuitive to just browse.

The Micro Layouts Facebook group is an active community with lots of high-quality content.

Anyrail is the easiest track layout program I have used. Free to try with a few pieces of track, but well worth the full price too.
